2010 Membership Renewal
NEIPA continues to rely on our membership support to finance CE dinners, presentations and scholarships (now more than ever). Without this support, we would not be able to continue serving our members with CE opportunities or student scholarships. If you have not renewed your membership for 2010 you are past due. Educational Meeting Updates
Our December educational meeting was an excellent review of current trends and challenges with gram negative infections. It was presented by Christine Teague, Pharm D, MPH, BCPS-AQ/ID, AAHIVE. Important Announcement from the Indiana Board of Pharmacy
Subject: Age Waiver for H1N1 Vaccinations
Dear Pharmacies and Pharmacists:
On Monday December 14, 2009, the Indiana Board of Pharmacy Voted 7 in favor and 0 against to issue the attached Order allowing pharmacists to administer the H1N1 vaccine to an expanded group of patients. This action came about as a result of the President's National Declaration of Emergency related to Flu Pandemic. With this declaration, the Board by statute has the authority to suspend whatever pharmacy laws and rules it deems necessary to provide necessary pharmaceutical care to the citizens of the State of Indiana. In consultation with the Indiana Department of Health, the Board determined that it was appropriate to now allow pharmacists to administer the H1N1 vaccination under the following circumstances:
1. For the Attenuated (injectable) H1N1 Vaccine- Nine (9) years of age but less than eighteen (18) years of age, if the pharmacist receives the consent of a parent or legal guardian, and the parent or legal guardian is present at the time of immunization; or
2. For the Live (nasal) H1N1 Vaccine- Two (2) years of age but less than eighteen (18) of age, if the pharmacist receives the consent of a parent or legal guardian, and the parent or legal guardian is present at the time of immunization; or eighteen (18) years of age.

ORDER OF THE INDIANA BOARD OF PHARMACY
Whereas, The Indiana Board of Pharmacy ("Board") recognizes the important role that all health care professionals play in the treatment and prevention efforts
related to the H1N1 virus outbreak in the United States generally and the State of Indiana specifically;
Whereas, In response to requests from local county departments of health to increase the number of available access points to obtain the H1N1 immunization, the Indiana Board of Pharmacy has done the following: (i) reviewed all applicable existing statutes and regulations related to administration of immunizations provided by trained pharmacists in the State of Indiana, (ii) consulted with the Commissioner of the Indiana Department of Health, (iii) determined that there is a demonstrated need for additional immunization resources, and (iv) reviewed any emergency provisions allowing the Board to waive or modify such immunization rules as are in the interests of public health and safety;
Whereas, According to the authority contained in IC 25-26-13-32, the Indiana Board of Pharmacy has the authority, during a declared "State of Emergency," to suspend certain provisions of statute and regulation as they pertain to the practice of pharmacy in the State of Indiana;
Whereas, President Obama issued a "Declaration of a National Emergency with Respect to the 2009 H1N1 Influenza Pandemic," on October 24, 2009; and
Whereas, The Board finds it necessary and appropriate to issue the following order to ensure the safety of Indiana citizens.
Now Therefore, the Indiana Board of Pharmacy by a vote of 7 in favor, 0 against, issues the following order and makes the following adjustments to statute and regulation as it pertains to the administration of the H1N1 vaccine (as defined by the Centers for Disease Control and Prevention):
(Please note: This order only applies to activities related to the prevention and control of the H1N1 virus in the State of Indiana.)
1. Pharmacists who are recognized as having qualifications in the State of Indiana as an immunizing pharmacist, according to 856 IAC 4-1-1, shall be permitted to administer the H1N1 virus vaccine in accordance with the pharmacist's certification and in compliance with the current guidance issued by the Centers for Disease Control and Prevention and the Indiana State Department of Health.
2. The section found in IC 25-26-13-31.2 will, according to terms of this order, read as follows:
(a) A pharmacist may administer an immunization to an individual under a drug order or prescription.
(b) A pharmacist may administer an immunization for influenza to a group of individuals under a drug order, under a prescription, or according to a protocol approved by a physician if the following requirements are met:
1. The physician specifies in the drug order, prescription, or protocol the group of individuals to whom the immunization may be administered.
2. The physician who writes the drug order, prescription, or protocol is icensed in Indiana and not employed by a pharmacy.
3. The pharmacist who administers the immunization is responsible for notifying, not later than fourteen (14) days after the pharmacist administers the immunization, the physician who authorized the immunization and the individual's primary care physician that the individual received the immunization.
4. If the physician uses a protocol, the type of vaccine and age in which it can be administered pursuant to a protocol is defined as follows:
A. For the Attenuated (injectable) H1N1 Vaccine- Nine (9) years of age but less than eighteen (18) years of age, if the pharmacist receives the consent of a parent or legal guardian, and the parent or legal guardian is present at the time of immunization; or
B. For the Live (nasal) H1N1 Vaccine- Two (2) years of age but less than eighteen (18) of age, if the pharmacist receives the
consent of a parent or legal guardian, and the parent or legal guardian is present at the time of immunization; or eighteen (18) years of age.
(c) If the state department of health or the department of homeland security determines that an emergency exists, a pharmacist may administer any immunization in accordance with:
1. the requirements of subsection (b)(1) through (b)(3); and
2. any instructions in the emergency determination.
3. All provisions of "Article 4. Pharmacists Administered Vaccinations via Protocol Authority" will remain in full force and effect.(856 IAC 4-1).
4. This order is effective as of December 14, 2009 and will expire as of June 30, 2010. A Board review of this order will be completed prior to this date, at which time the Board, in consultation with the Indiana Department of Health, will determine whether an extension should be approved.
